Amber Hart

Amber Hart is a leader in federal growth strategy, a well-known author, and a committed educator with more than 16 years of experience in government contracting. She runs The Pulse of GovCon as both owner and CEO, providing over 100 clients with market intelligence, pipeline development, and proposal strategy advice. The key element of Hart’s BD 360° approach is connecting federal policy and budgets to produce strong proposals, the subject of the firm’s flagship book, BD 360°: A New Spin on Federal Sales (2024, 2026). Hart has headed proposal teams to achieve victories worth several billion dollars and has addressed the House Small Business Committee. She also lectures at James Madison University and George Mason University.

Hart’s expertise is widely acknowledged in the NVSBC community, where she has given presentations at events in Huntsville, Tampa, Dayton, and Washington, DC. She also takes part in the annual VETS conference through The Pulse. In 2025, NVSBC awarded The Pulse the Service Provider prize in its Small Business Advocate Award, recognizing Amber‘s effective partnership with the organization.
