Lincoln Bloomfield Jr. was US Special Envoy for MANPADS Threat Reduction (2008-09), and Assistant Secretary of State for Political-Military Affairs, and Special Representative of the President and Secretary of State for Humanitarian Mine Action (2001-05). He previously served as Deputy Assistant Secretary of State for Near Eastern Affairs (1992-1993), Deputy Assistant to the Vice President for National Security Affairs (1991-02), and Principal Deputy Assistant Secretary of Defense for International Security Affairs (1988-1989), with roles in negotiations on Philippine bases and Middle East water sharing as well as civilian policy positions in the US Department of Defense beginning in 1981.
In addition to serving as an Honorary Board Member with NVSBC, he is Chairman Emeritus of the Stimson Center; Board Member of the Global Environmental & Technology Foundation; Non-Executive Director of European Metals Holdings Ltd.; Director and National Executive Committee Member of the U.S. Water Partnership; Director of The Last Kilometer, a Detroit non-profit supporting energy access for underdeveloped societies; Strategic Advisor to Seatrec Inc., developer of a sustainable thermal engine to power ocean-based scientific data collection; President of DDD Express, a Silicon Valley-based drone technology startup; and Vice Chairman of Mana Pacific, a Hawaii-based benefit corporation facilitating the transition to locally-owned and –controlled renewable energy in the Pacific Islands. He is President of Palmer Coates LLC; non-attorney consultant at Akin Gump Strauss Hauer & Feld; Senior Advisor at WestExec Advisors; and European Energy and Infrastructure Group project advisor. A graduate of Harvard College (a.b. cum laude, 1974) and the Fletcher School (M.A.L.D., 1980), he is the author or editor of two books and numerous policy articles. He is also a frequent policy commentator.
