Throughout her distinguished career, she has excelled in administrative and operations management, contracting, procurement, financial management, facilities management, and leading and training teams on high-impact projects. She has successfully overseen billion-dollar budgets, managed high-profile contracts, and worked closely with contracting officers to ensure regulatory compliance and operational efficiency.
Her expertise spans micro-purchases, GSA facilities management, GSA bidding audits, Foreign Military Sales (FMS), and End-Use Monitoring (EUM) programs, where she has handled auditing, deserializing, destroying, and purchasing government assets. She has also led teams in administration, legal operations, personnel security, budgeting, IT, and procurement, integrating IT solutions to enhance operational efficiency and developing international training programs to educate professionals on federal procurement and contracting procedures.
With a strong foundation in administrative and operations management, Vivian has successfully led teams, streamlined operations, and optimized workplace functionality to enhance efficiency in high-stakes environments. Holding a Top Secret (TS) security clearance, she has worked on critical, high-impact projects requiring precision, confidentiality, and strategic oversight. She holds an MBA in Information Security Management and a BA in Business Administration Management, along with certifications as a Department of Labor (DOL) Paralegal, U.S. Navy legal training certification, and Department of Justice (DOJ) FOIA training.
